The study ‘Policies for human resources in R&D’ is motivated by the aim to extend the ERAWATCH Base Load inventory to include policies related to human resources (HR) in R&D.
The overall aim of the study is to develop a methodology to bring information on policies and programmes and core indicators on HR in R&D into the existing structure of the Base Load inventory and to test the methodology in an illustrative stage. The goal is to ensure that the information on HR in R&D can be collected in the future and presented for all countries in a cost effective manner.
Five countries are tested in the feasibility study: France, Hungary, Italy, Germany, United Kingdom; they account for more than half of the researcher population in the EU and represent a diversity of policies and programmes.
The information and indicator collection and analysis focuses on five key indicators on the supply of researchers, rules, regulations and practices of researcher professions and careers, salary and other forms of remuneration and relevant national policies. The methodology will be refined in light of the results of the testing. The end results will see the integration of policies and programmes and a set of core indicators on HR in R&D.
