Survey on Italian researchers abroad CNR - MAECI
The “Survey on Italian researchers abroad” project stems from an agreement between the National Research Council (Institute for Research on Population and Social Policies-IRPPS) and the Ministry of Foreign Affairs and International Cooperation (MAECI).
Within the scope of their respective institutional and scientific competencies, the aim is to develop a study on the international mobility of researchers and highly qualified personnel across various disciplinary fields and in both public and private sectors, through a statistical survey conducted via a structured electronic questionnaire. Various channels will be used for the survey, including the Ministry’s “Innovitalia” website and other sites of associations of Italian researchers abroad.
In recent years, the world has gone through a very specific phase: isolationist trends have emerged in many countries, and the international mobility of researchers, long considered positive, has been called into question by measures limiting immigration flows, while the European integration process itself was being challenged.
Furthermore, the pandemic has further disrupted the lives of male and female researchers living abroad. The survey will be of great help in understanding and analyzing the current situation and providing tools for comparison and development proposals for our country’s scientific policies.
The survey aims to explore the following themes:
• Analysis of the factors that influenced the decision to leave Italy (push factors) and the factors that attracted our fellow citizens intending to pursue research to move to the host country (pull factors).
• The role of Italian researcher networks in various countries and the challenges faced in the country where they work.
• Evaluation of international research collaboration programs.
• Integration factors in different national research systems. The academic mobility situation and current working conditions.
• Assessments of the effectiveness and utility of initiatives promoted by various Italian governments aimed at encouraging the return to Italy of researchers working abroad.
• Evaluation of the effectiveness and utility of the coordination implemented by the Italian Ministry of Foreign Affairs through scientific attachés.
