ALARM CLOCKS - Study and evaluation of the impact of gender rebalancing measures provided for by current legislation on elected offices and governance
For this purpose, the project has envisaged the following lines of action aimed at evaluating:
- the effects of the measures introduced on the presence of women on the electoral lists (Line 1);
- the results of the elections, thus highlighting the consequences of the rebalancing measures in terms of both preferences granted to elected representatives and the presence of women in elective assemblies (Line 2);
- the important positions held by women in executive bodies and elective assemblies (Line 3).
The quantitative evaluation study, conducted for the municipal, regional, national and European levels, was completed by a qualitative study relating only to the municipal level, carried out as part of the activities of Line 3:
7 case studies were conducted in as many Italian municipalities in order to comparatively analyze some practices of implementation of the political activity of the elected representatives. In addition, some controversial cases were analyzed, namely the appeals for the application of the gender protection quota.
This last phase of research made it possible to evaluate the social change pursued in the analyzed realities, examining the consequences that the greater presence of women in elective assemblies has produced with respect to decision-making processes, with particular reference to the promotion of equal opportunity policies.
The reflection on the results that emerged, together with the analysis of national and international literature on the issue of women's citizenship, contributed to the formulation of policies aimed at increasing the presence of women and its influence in decision-making processes.
