SVEGLIE – Study and Evaluation of the Impact of Gender Rebalancing Measures Provided by Current Legislation on Elective and Government Positions
To this end, the project has envisaged the following lines of intervention aimed at evaluating:
- the effects of the measures introduced on the presence of women in electoral lists (Line 1);
- the outcomes of elections, thus highlighting the consequences of rebalancing measures in terms of both preferences accorded to elected women and female presence in elective assemblies (Line 2);
- the prominent positions held by women in executive bodies and elective assemblies (Line 3).
The quantitative evaluation study, conducted at the municipal, regional, national, and European levels, was complemented by a qualitative investigation relating solely to the municipal level, carried out within the activities of Line 3:
seven case studies were conducted in as many Italian municipalities for the purpose of comparatively analyzing certain practices of implementation of the political activity of elected women. Furthermore, several controversial cases were analyzed, namely appeals for the application of the gender safeguard quota.
This final phase of research made it possible to evaluate the social change pursued in the contexts analyzed, examining the consequences that the greater female presence in elective assemblies has produced with respect to decision-making processes, with particular reference to the promotion of equal opportunity policies.
Reflection on the results that emerged, together with the analysis of national and international literature on the subject of women’s citizenship, contributed to the formulation of policies aimed at increasing female presence and its influence in decision-making processes.
